I rang the the Fella thats got the boat ,He can not say for sure but thinks its only paint on the hull and he thinks it is wood on the deck with vynal?

Yes he could have been trying to explain a material such as that, the conversation was vague at best, the cotton wool epoxy combination would be harder to get of than fibreglass I would think.
